Can you get photos off a dead phone?
What's possible when a phone won't turn on, and what to do (and not do) first.

Often, yes. If your photos never made it to iCloud or Google Photos, they're still on the phone's storage. The catch is getting the phone to turn on long enough to copy them.
Why you can't just pull the memory out. iPhones and most Android phones encrypt their storage with a key that lives on the phone's main board. Take the storage chip out and the data is unreadable. That's why data recovery on a modern phone means repairing the original board until the phone boots.
What usually stops a phone from booting. A dead or swollen battery, a shorted part after water or a drop, a damaged charging circuit, or a torn connector from a past repair. Most of these can be fixed at the board level with micro-soldering.
You'll need your passcode. Once the phone boots, it has to be unlocked to back it up. Nobody honest can get around the passcode on a modern phone, so if a shop says they can, be careful.
What not to do first. Don't factory reset it: a reset erases everything. Don't put it in rice. Don't keep plugging it in if it gets hot. Don't let a shop replace parts at random without telling you what they found.
What to try first. Charge it on a known good cable for 30 minutes, then try a force restart. If it rings or vibrates but the screen stays black, the phone is on and only the screen has failed, so your data is fine.
If none of that works, bring it in. We do a free assessment, tell you the odds honestly, and repair the board in store. Once it boots, we copy your photos to a new phone, a computer or your cloud account.
